I think this API will be useful for the Package Manager CLI to consume. I
didn't want to go via Solr and did directly read ZK because the other API was
garbage and ZK write access is needed anyway (for adding trusted public keys).

Isn't this just the old wine in a new bottle? The crappy V1 API that already
exists, and exposing it via a new V2 endpoint?

World is already a dangerous place. There is already a V1 api for exactly this,
IIRC.
