We need to disable external links in the local per module Java docs.
Currently it is using lucebe-javadoc-url property which is initialized with the
local path to the site Java docs.
To fix this you could set the URL as property and point to above docs, but this
i not ideal. I tend to say: Java doc jars should be self contained, so external
stuff not linked.
