Argh! we're running into a JDK bug, fixed in the not-yet-released JDK
20.0.2! :-( The JDK bug is https://bugs.openjdk.org/browse/JDK-8301190 - it's
an incorrect assertion when default locale is say tr.
Reproduce with:
`./gradlew :lucene:core:test --tests "org.apache.lucene.util.TestVectorUtil"
-Dtests.locale=tr-TR`
I've just disabled assertions in this one JDK class to workaround the issue.
