Not directly related to {{-f}}, but I find it *crucial* as well: I think not
every phase is fully resumable, and as far as {{install}} is, {{compile}} or
{{test}} aren't, if one has no _{{before}}_ modules available in local or
remote repository already. Shall this {{-rf}} be presented in such case at all?
