The generated PDF does not contain the integer numbered section names, which
come from <menu name="...> in navigation.xml.
The PDF only contains the sub sections, such as 1.1, 1.2, 2.1, 3.1, which come
from <item name="..." .href="..." /> in navigation.xml.
