### Bug description
We have the following plugin configuration
```xml
<plugin>
<groupId>org.apache.maven.plugins</groupId>
<artifactId>maven-failsafe-plugin</artifactId>
<forkCount>1</forkCount>
<useUnlimitedThreads>false</useUnlimitedThreads>
<includes>
<include>**/tests.package/**/*.java</include>
</includes>
</configuration>
</plugin>
```
we observed that tests which directly are in `**.tests.package` are ignore.
If they are in a sub-package they are excluded. Example:
* my.tests.package.MyTest.java - **excluded** :x:
* my.tests.package.subpackage.MyTest.java - included :white_check_mark:
With 3.5.2 my.tests.package.MyTest was also included.
The following `include` works as expected:
```xml
<include>my.tests.package.**</include>
```
* my.tests.package.MyTest.java - included :white_check_mark:
* my.tests.package.subpackage.MyTest.java - included :white_check_mark:
