I could not reproduce this on Maven 3.9.16 or on current master
(4.1.0-SNAPSHOT). I tried `maven-clean-plugin` 3.4.0 with
`<groupId>${plugin.group}</groupId>` and `<skip>true</skip>` in three forms: in
the build plugins, in a profile, and in `pluginManagement` of a profile. In all
of them `mvn clean` runs `clean:3.4.0:clean` and prints `Clean is skipped.`,
the same as with a literal groupId, and the plugin declaration is not ignored.
The report is against 3.6.2 to 3.8.1, so it was probably fixed since. If
someone can still reproduce it, please share the POM and the Maven version.
