PR Check can now be called from a `workflow_run` workflow, not only from `pull_request_target`. - a new `pr-number` job provides the pull request number: from the event for `pull_request(_target)`, and from the head commit with the `pr-number` action for `workflow_run`, whose payload has no pull request; - `license-declaration` needs `pr-number`, uses its number for the concurrency group, and is skipped when no open pull request matches the commit (a newer push triggers its own run); - the author checks read the pull request from the API instead of the event payload: bots return early, `OWNER` / `MEMBER` / `COLLABORATOR` and authors with write access pass like a fixed declaration, so an old comment is still hidden. With `pull_request_target`, `license-declaration` now runs for bots and organization members and succeeds, instead of being skipped by the job condition.
