Removes the CI and contribution machinery ahead of the INFRA archive request, and rewrites the README, which is a "Contributing to..." guide inviting work nobody can accept. Part of #221. Three `.asf.yaml` decisions that are deliberate and not obvious from the diff: - `homepage` stays. The component site remains published, and it serves the retirement notice. - `features.issues` stays enabled. `features.py` reads `issues` only inside `if features:`, so dropping just that key would disable issues and hide every report the repo holds. - `autolink_jira` goes. The MSHARED `maven-verifier` component is already archived in JIRA; autolinks GitHub already holds need INFRA to remove. `MIGRATION.md` stays; the README points to it.
