Cherry-pick of b5084c5b373243253b7679838106c5b3df0fc15e applied cleanly.
**Changes:**
- Schedule aggregator goals after all collected subprojects finish their
declared phase
- Suppress inherited copies when a reactor ancestor provides the same
execution
- Wire DAG barriers so downstream consumers wait for aggregated outputs
- Add unit tests for aggregator step linking and ordering
- Add integration tests for concurrent aggregator scenarios
**Backport adaptations:**
- IT tests adapted from Path-based API (master) to File-based API
(maven-4.0.x): `extractResources` returns `File`, `newVerifier` takes `String`,
added `super("[4.0.0-rc-1,)")` constructors, replaced `newCleanVerifier` helper
