Apparently WID 6.1 (and presumably RAD 7.0) is based on WTP 1.5, but uses the
WTP-2.0-style <dependencyType> declarations. The attached patch emits this
element if the WTP version >= 2.0 *or* the WebSphere version is 6.1. I'm not
sure that's the most elegant way to handle the situation, but it works.
