## What changes were proposed in this pull request? Return `400 InvalidRequest` when a GetObject or HeadObject request combines `partNumber` with a `Range` header. Check the combination before resolving the part or parsing the range, using the existing failure metrics and audit paths. ## What is the link to the Apache JIRA https://issues.apache.org/jira/browse/HDDS-17172 ## How was this patch tested? - 67 `TestObjectGet`/`TestObjectHead` tests and 506 SDK v1/v2 tests passed, including `TestS3SDKWithRatisStreaming`.
