[~abhishek.chouhan] Thanks for updating. Right, it's position sensitive and we
have to provide that first (considered "global" options). We can still keep
this JIRA for generating better help message for IndexTool. People may not know
how to use this from the current help message. E.g. call
{{GenericOptionsParser::printGenericCommandUsage()}} in
{{IndexTool::printHelpAndExit}} (not confirmed if this is the right place).
