Review Comment:
   A disallowed operation doesn't definitively mean the client has a stale 
record. The client's record may be up to date. The error only means the client 
has tried to do an operation that is not supported in the current mode. It 
should refresh its understanding of current state to be sure, but this does not 
automatically imply things are "stale"
