I'm glad you are digging into this test failure! You've left lots of breadcrumbs for me to follow. I like adding more checks to insist there is a version if we're forwarded an update from a leader. If some code paths don't verify it, it was likely forgotten. It's not clear to me if you've root caused why it can be null. There may be a relation to #1484 which I have yet to merge, as I'm trying to be real thorough first.
