https://svn.apache.org/r1813802 added a regression test for the property
variant of the problem.
That test would pass under server_minor_version=3 if
s/svn_fs_props_different/svn_fs_props_changed/ is applied to the call in
r1813794's context. Fixing it for later versions of FSFS requires a more
invasive fix, which [~stsp] is working on.
