[~danielsh]: yes, it all sounds familiar to the issue we had early in 1.9 with
'svnadmin dump' losing "null text-changes". That was issue SVN-4598, fixed in
1.9.3, specifically for 'svnadmin dump' (it refers to a long mail thread from
2015/09, going on in October and November). The mail thread contains a lot of
discussion about no-op changes, and svn_fs_contents_different.
Apart from that original problem report of 'svnadmin dump losing no-op changes'
I don't understand all the intricate details, so leaving a reference to that
other issue here is all I can do ATM.
