Incidentally, I wonder whether this issue is related to "svnsync converts a
null change (some file is in changed-paths of rN but has equal contents and
props in rN-1 and rN) to no change at all (file isn't in changed-paths)"
issues. [~jcorvel], does that ring a bell?
