[~ozhurakousky], [~sseth], and [~hitesh]. I can find a lot of help from the
EnvironmentUpdateUtils part of the above patch for tez local mode and feel that
it can stand on its own. If we agree can we discuss this piece of the patch
under a separate jira while the other parts are under discussion.
