Yes, I assume you don't have the images, just the PDF containing the images. If you have the images, use the previous answer by Matthew. If you don't: create a PdfReader with the existing PDF, extract PdfImportedPage objects with a PdfWriter, scale the pages down, and add them to a page with the desired offset.
