Cf. section 7.6.3.2 Standard Encryption Dictionary of ISO 32000-1:2008 on
encryption dictionary entries for the standard security handler:

Both these values are required in that dictionary. Thus, both a user and an
owner password value are required.

For the user password the specification defines an explicit default value.
And for the owner statement it says what I posted in my previous message in
this thread.
