Well I officially give up. I believe my PVR-350 card is bad and the manufacturer not only will not honor the warranty, they are extremely rude in the process.
Oddly, I recently exchanged a PVR-250 card that had stopped outputting sound and had started instead outputting this god-awful noise. The very first e-mail, Hauppauge tech support asked for my info for an RMA, and I had the replacement (albeit a newer design which doesn't cooperate with my motherboard very well) in about two weeks. This may have been something they'd seen happen before.
For your card, I would also tend to wonder whether your motherboard isn't happy with it for some reason. You might post your system specs and see if anybody else here uses that motherboard with no problems.
