I'm not sure that adding specific formatters for these use-cases is the
best way forward. Most -- if not all -- citation formats I've been asked
to look into, I've been able to achieve with combinations of existing
formatters.
What would be more interesting to explore is a flexible way to format the
authors, which is not as complicated as the custom name formatters.
Perhaps something along the lines of
\format[authors(LastFirst,Abbr,NoSpace),RTFChars]{\author}
and please don't get hung up on the syntax: I really haven't thought it
through.
