C# can be crossplatform with Mono, an opensource port of MS C#. Never give a
try though, but read it was working nice...

About crossplatform GUI toolkit: it depends on how fast it must run. You can
use wxpython (I don't like this too much) as for PICShell for instance. pyGTK
is also nice, as of pyQT. Or you can also have a look at Qt, a C++ GUI
toolkit from Trolltech (now Nokia), amazingly well documented, it's a real
pleasure to code with it. I have quite some experience with it and now can
remember having built a GUI app with in the early age ...
(http://fotoon.sourceforge.net/). Oh... almost forgot: java/awt/swing/... is
also a candidate...

Finally, you may also have serious look about Adobe AIR or Adobe Flex. I'm
currently playing with it, it's very, very impressive. Lots of docs,
tutorials, components, etc... and "very" crossplatform as you may only need a
brower with Flash ! Performances can be susprising !

PS: if your guy wants to work 5 or 10 times faster than C++ (and 20 times
faster than C...), he really, really should consider using a scripting
language like ruby... or python !!! ;)

Cheers,
Seb
