How does one understand how to write Chinese and Korean names in
kanji? Well, one reads those names in kanji (and also in katakana in
many cases) in newspapers and magazines, so one can understand how
they are pronounced in those languages and how they are written in
kanji. The Chinese and the Koreans also use kanji characters that
are basically the same as those used in Japan.

Most Japanese (including myself) can't write unfamiliar Chinese or
Korean names in kanji by just hearing them, because the Chinese and
Korean kanji-pronunciation systems are totally different from the
Japanese kanji-on'yomi system.
Hope this explanation answers to your question.
