I think NoMergePolicy.NO_COMPOUND_FILES and NoMergePolicy.COMPOUND_FILES should be removed, and replaced with NoMergePolicy.INSTANCE
If you want to change whether CFS is used by indexwriter flush, you need to set that in IndexWriterConfig.
