It seems XScale has an instruction set "WirelessMMX" which will speed
up video decoding, among other things:

So maybe the PalmOS comes with a video codec that usethat.  Fraunhofer
(the German institute that created the MP3 format) mentions in this
PDF product sheet that their H.264/MPEG-4 decoders support
