She's not using any assistive technology what so ever?

If that's the case, she may have a bad installation, or she may possibly 
have a virus or spyware getting in the way of this file opening.

You may want to try running a virus or spyware detection tool, and try 
running a registry cleaner.

I happen to know that there's a really good one called Reg Scrub XP for XP 
users, and Reg Clean for computers running Windows 95 to 2000 on the JFW 
Lite website.  Not sure if David has it on his.

That might be the answer to her problem right there, her registry might be 
clogged up with tons of stuff.

Try those things I've said above, and see what happens.
