In answer to your questions.
1. This program allows you to adjust volume on the fly using hot keys and 
not having to open volume control.
2. I did try uninstalling through Add/Remove Programs in the control panel 
and rebooting and I would get the same error message when trying to remove 
the remainder of the program from the Program folder.
That got me to thinking.   Oh no, now I'm in trouble!  I went to the system 
tray and even though most of the program had been removed it was still in 
the system tray.  I then went into MS config, start up page, unchecked it, 
okayed it, rebooted, and with the program not showing up in the system tray 
I was then able to remove the rest of the program from the Program folder in 
the C drive.  I am assuming that showing up in sys tray was creating that 
message about it being used by another person or program.  Thank you for 
making me scratch my head a little harder.  Take care.

volume?
