This is curious. When I do this, it acts like I'm not pressing the insert
key at all. It simply reads "control p" or "control leftbracket" (Please
note that I'm using a laptop rather than a desktop).

This may (or may not) have something to do with it. press 
CTRL+INSERT+JAWS keys, until JAWS says, "the JAWS cursor will not follow
the PC cursor".
