Some times you have to use the control tab to get to the shortcut page.

Hi,
Go to the sub menu of the program (Jaws submenu, for example).
Press shift + F10.
Go to properties and press enter.
Tab to the quick command edit box.
Type control + J, for jaws for example.
The alt will automatically add it self.
Tab down to apply, then shift tab to ok.
And that's it.
