Hello Shoshana, The following apparently applies for Outlook 2007. I am not at a system to try it but hopefully doing the following will work for you.
Go to Tools - Options - Preferences - E-mail Options. Use tab and you should find "After moving or deleting an open item" and next to it should be a combo box of choices. See if "open the next item" is a choice in the combo box. Take care.
