Beg pardon, there's no such setting; I was thinking about the num-lock key.  As 
far as I know, the default is "will not follow.:  If it comes up tethered, you 
have something corrupted in your user settings.

I don't find it necessary to do it quickly. hold down the
insert, control and press the numpad minus to turn off/on
tethering.
