There are two ways to navigate by headers:

The first  one is, as already said, to press the letter H and the cursor
will go to the nexth header, no matter what level.
But headers are hierarchical and their levels run from 1 to 6, so if you
press the number 1, the cursor will go to the first level 1 header on the
page; pressing 1 again, it will go to the next level 1 header, skipping any
other headers in between, if they are levels 2 thru 6. If, instead, you
press number 2, it will go to the first level 2 header contained within that
level 1 header, and so on and so forth.

The BARD pages are a good example of this, they are designed to be navigated
by headers, using numbers.

If using heading navigation simply amounts to repeatedly hitting the letter
H, then I guess my recently-posted question does not need to be answered.

I guess it comes down to personal preferences. I find I have to downarrow
too many times to get to the results.
