Two remarks:
1) have you looked at eclipse's JDT? it *might* be able to compile resources
that are not on disk...
not sure, I've never looked at it...
2) it seems that what you really want is a templating language like
velocity...
velocity is fast&simple. oh, and this might be interesting:
