I don't understand why you say this. MBeans are configurable from the outside - that is one of their selling points. And a standard JMX interface does all the work of accessing the configurable attributes. Furthermore, before you start up JBoss, you can modify the attributes (in different files, depending on which version you are using.) What more do you want?
And if you are looking to configure EJBs from the outside, that is what deployment descriptors are for.
