What you describe is what is expected. If you send a persistent message to a NonDurable topic subscription there is little point persisting the message since the topic subscription will vanish (including all the messages contained within it) on a server crash or client disconnection.
For Topics, only the combination of a persistent message sent to a DURABLE topic subscription is reliable.
