As you're using bash to run shell commands, you also need to set:
(setq shell-command-switch "-c")
BTW, this is nothing to do with XEmacs :-)

Paradoxically, IMHO the NT XEmacs beta series (21.2.x) are much better than the
stable series (21.1.x). Much more stuff is likely to work and I would recommend
you to upgrade immediately!
