Yes, you're right, LiveCD may not include full l10n. My understanding is now we are suggesting to choose the new compress instead of bzip2 packages or LiveDVD instead of LiveCD.
However I'm thinking GNOME messages will be integrated with any solutions because other Linux distributors done so I think pkg.opensolaris.org might not be an option for especially GNOME l10n messages.
