Please let me think if the option is the best again. However the current plan 
is:

SUNWgnome-l10nmessages[document]-extra will be separeted into three packages.

SUNWgnome-l10nmessages[document]-rtl: ar, az_IR, fa, he, ur, yi
SUNWgnome-l10nmessages[document]-extra: in case /usr/lib/locale/$locale exist 
except for rtl
SUNWgnome-l10nmessages[document]-extrb: in case /usr/lib/locale/$locale do not 
exist except for rtl

Include l10n packages in bootable CD: separated messages(cs, de, es, fr, hu, 
it, ja, ko, pl, ptBR, ru, sv, zhCN, zhHK, zhTW, rtl, extra)
Exclude l10n packages in bootable CD: all documents and messages-extrb

The name "extrb" is just an idea.
