The JDS team does make an effort to try and convert all of our
manpages to SGML format, make them follow the Sun manpage style
guide (e.g. add the ATTRIBUTES section), etc.

However, due to resource limitations there are some modules that
we have not yet done this work.  In these cases, we do ship the
external community manpages rather than shipping nothing.

The Xserver team also ships external community manpages.

That said, I do think it is appropriate to remove the manpage
in the "ja" locale.  We do not ship "ja" locale manpages for
most things, so it probably doesn't make sense to ship just
this one.
