It doesn't.  My (unwritten) policy for that is this:

  For conglomerate packages, use multilevel (SUNW + base) spec
  files.  For packages that include a single module use a
  single SUNW spec file (no base spec).

It's just easier to read and manage them this way.

However, it's unlikely that we will ever use the base specs
for building a Linux product so I'm not worried about keeping
them buildable with rpmbuild or making sure %files is correct.
We could probably even delete the %files sections but that
may be one step too far.
