I wrote the JetspeedDescriptorUtilities class. It was my first experience with the digester. Basically, what is commented out is the original version that I had working. I then switched to using custom digester rules (see MetadataRuleSet, PortletRule). I was trying to make it more extensible via the rules so that the code could be reused elsewhere if necessary.
So, the current status is that everything should be working as far as I know. I was just lazy and didn't remove the commented code.
