TORIT 7th September 2011 [Gurtong] – The Eastern Equatoria State
Ministry of Humanitarian Affairs & Disaster Management is organizing
an emergency humanitarian assistance and relief for 28 Internally
Displaced (IDPs) families whose houses were set ablaze in a village at
Kimotong Payam, Budi County last week

The Humanitarian Affairs minister Binaih Benjamin Kitara disclosed to
Gurtong at the State Secretariat offices before their meeting with the
Governor on Monday.

The minister condemned the action taken by the army for not obeying
the law by torching houses without clear reason and without orders
from the Governor.

“As the Ministry of Humanitarian Affairs, we are mobilizing some of
our actors to bring aid kits such as tents and Agricultural tools,
among others for the victims,” Hon Binaih said.

Last week  the Government of Eastern Equatoria carried out a one-week
‘peace and Justice mission’ aiming at recovering stolen cattle to
rightful owners, apprehending criminals involved in raiding activities
and apprehending highway robbers in Napak, Kimotong and Camp 15. These
places are Larim (Buya) community predominant settlements.

It’s alleged that the armed forces were sent to Budi County to bring
two cows in the affected village as a fine to recover stolen cattle
from Kali, but on their arrival they surrounded the affected home and
started opening fire at the residents. Luckily enough, locals managed
to escape unhurt leaving the soldiers exchanging fire among themselves
unknowingly.

As a result, one of their colleagues was wounded in the melee.

According to Gurtong’s reliable sources, hundreds of cattle were
recovered and two criminals were apprehended even though they later on
escaped at Kimotong and Camp 15 respectively.

The 28 families are now in dire need for humanitarian support in
provision of shelter, food aid and other basic necessities including
non-food items; the Budi SPLM chairperson told Gurtong over telephone
from the County.

Joseph Lagu Kamilo a health officer at Kimotong Dispensary reported
from the centre that families are left helplessly howling as there is
no place to shelter, no food and no containers to fetch water for
drinking leave alone for bathing.

He lamented that all their cattle had been taken by the soldiers
despite a plea to return them.

Governor Lobong who regretted the heinous act committed by his forces
said that his mission’s aim was to open a door for development in the
area by dealing with criminals who hamper development initiatives.
