Neither of you says which operating system you're using. WordPad is available in Win7. Just type WordPad into the Windows search field and press enter.
As for format, press the alt key to enter menus and use tab and arrow keys to navigate. WordPad's menu is small, so it's easy to find what's there. Accessibility is mixed. By pressing insert-f, I can determine the font, etc. You can change font info in the menus. I did find a measurement by inches in the alt-v view menus, but even when the checkbox is checked, JAWS doesn't report the information.
