I knew it would handle RichText, but I wasn't aware it would handle html. When I use the Save As option, it will save the document as rtf. But you still cannot navigate between headings etc.

Actually, Wordpad doesn't deal only with raw text documents, and it can handle some heading stuff, as it'll handle rich text format documents and HTML. But it's a very basic word processing program, and though it's gotten some additional features since its inception (or conversion from Write) in Windows 95, it's still not full featured and it's not going to have the level of features you get in Word.
The text only editor is Notepad.

Hi, Mike. OK, I found Wordpad. The reason you can't use the same
features as in Word is that the document being edited is a text
document, not a Word-style document, which can be marked up with
headings, etc.

Text documents don't have the same options as Word-style documents. For
example, in Word, you can press JAWS key plus Z and turn navigation
keys on and off. After turning navigation keys on, you cannot edit the
document, but you can move between headings, etc.

In WordPad, since there are no headings, etc., there are no navigation
keys.
