Hope this answers your questions.
I've placed a copy of tweakui.exe on my web site with the URL of
http://www.mindspring.com/~brown99/tweakui.exe
Here are the instructions to set up a fault log after you've downloaded the
file.

Q:  How do I install TweakUI and set it to record System errors?
A:  Once you've retrieved TweakUI.exe from the www.microsoft.com site,
1)  Copy it into a folder you usually keep utilities in, or into the
C:\Windows\Command\ folder.
2)  Run the Tweakui.exe executable and let it self-extract itself into
that folder.
3)  From My Computer, select Drive C:; select Windows; select Command;
and hilight "tweakui.inf".
4)  Press Alt+F, and select "Install" from the resulting menu.  This
will install TweakUI into the system's Control Panel.
5)  Press Alt+F4 until you're back at the list of drives, and select
Control Panel.
6)  Select TweakUI from the Control Panel, then Control+Tab until you
reach the "Paranoia" panel/Tab.
7)  Tab down and check "Write errors to Fault Log?", then select Ok.

     Whenever you get a system error, it'll be written to
C:\Windows\Faultlog.txt, which is a simple ASCii text file.
