I have had exactly this problem.  I unzipped the exe file into my plug_ins
directory, and moved the help file into the help directory, as the
instrictions tell you to, and ... nothing.  Ctrl+q and the plugins help in
the help menu don't work.  Also, I happened to notice that the current
version of the plugin is a beta from 1996!  what@s that about?
