restricted mode

I have a friend of mine who has received jaws 3.2.  He is having a problem
loading.  When it is finished loading, he gets a message "jaws cannot speak
in restricted mode".  I have seen this before myself, but the problem just
seemed to disappear, or I did something, which I don't remember now to fix
it.  Does anyone have any advice for this fix.  Thanks.
