not sure if this tip will help or not, but i notice when setting up i e and the
internet that for some reason the browser gets in  work off line mode.

this i suspect is due to the fact when the browser does the dialling, as
opposed to a seperate icon it uses the registry.

so you need to make a connection to the provider and launch the i e browser.

then  use
alt plus letter f keystroke
arrow up to run off line and uncheck it.
